faq's
1. Regarding Tributes who are sent to D-3; no regular citizen from The Capitol or Districts know about these experiments. Only higher ranking officials such as the President, scientists and doctors overseeing the experiments know of the District's activities.
2. Any member may create a character from D-13. They are not reserved just for plotting purposes. So feel free to pick one up if you are interested!
3. The ex-Tributes are truly alive and do continue to age as if nothing happened. They are given a poison in their tracking devices for the Games that ensures they are not completely dead when "killed".
4. Before being sent back out into the Districts they can have minor physical alterations, or be sent out with no changes as long as they go to a different district where no one really knows who they are or how they got there. The back story to that is your choice of course, but no telling the truth!
5. Regarding Halos, they only take you to the Outskirts of another District not into the actual District boundaries. You can get back to your District using the same Halo if you can find it again, but they are invisible. So marking where it is would be best but be careful; Peacekeepers do comb the Outskirts at times. Each District only has a certain amount of Halos at one time; even numbered Districts are open from sunrise to sunset, and the odd numbered Districts are open from sundown to sunrise. If you're planning on Halo hopping, perhaps a map would be best. If you don't have one you could get lost between Districts. Don't forget; keeping the Halos a secret is imperative if you do find one. Peacekeepers can and will kill people on the Outskirts or simply rumored to have been on the Outskirts.
*All Halo's are only found the outskirts! Which means no finding them with in district bounds whether it's coming or going through them.
