Rue
-Friends-
So Rue needs people she can relate with. All she has is her grandmother, and taking care of her is her first priority, second to finding work and food. If you want to be friends, be patient and respect her values. Otherwise you'll become and enemy.
-Lovers-
She is only 13, which is rather young to worry about lovers. But a short fling would be welcome.
-Enemies-
Rue will always think people who are mean to her are enemies. She has trust issues, and with good reason. If you want to be an enemy, be prepared for her silent wrath!
Wisteria
-Friends-
She has many 'friends' but what she really needs are people she can truly relate to. If you've survived the games or are from one of the poorer districts too, she'd get along with you very well.
-Lovers-
Taken, but you can try.
-Enemies-
The Capitol is her enemy because of their annual games and sick way of 'keeping order.' She hates anyone who likes the Capitol, and she especially hates those colorful women of District 1. If you think you got something against her, go for it. Be her enemy. But expect retaliation.

Maybe Rue and Damien get along? Rue would remind Damien of his sister a bit. And if Rue could get past his sarcastic front---they could be friends possibly?

Peeta & Rue- I could see him being protective over her. Also admiring that she can take care of her family so well. So I see likely friend in the future.
Peeta & Wisteria- Oh man he'd be terrified of her. Not just because she won the games but her tough exterior. Be eventually I could see him weasel his way in to her heart.
Leon & Rue- Can't see much there. Just because he's a district one victor and had luxuries all his life.
Leon & Wisteria- Could see them being ally's but very weary of each other. Again because he's from District one.
Lena & Rue- Could see her giving her good tips. Would see her as young but if she wanted to rebel Lena would be the one to go too.
Lena & Wisteria- Between them I think they'd test each other. But both have that rebellious streak.

Lets see:
Rue/Damien: I could definitely see them getting along a bit, of course once she decides that he isn't so bad past his sarcastic front.
Rue/Peeta- He might be a reminder of her brother to her, and if they get close, she'd definitely fight to protect him like he was.
Rue/Leon- F*** YOU!
Rue/Lena- She might like her, and might not, we'll just have to see.

Wisteria/Peeta- She'd probably be tough on him at first, but once she grows to understand him, she'll take him under her wing.
Wisteria/Leon- Like a frienemies sorta thing sound cool?
Wisteria/Lena- *cat fight ensues* -_-

Peeta & Rue: Yes I could see them both sharing a bond. He does that well with people, to relate even if he has no idea if he actually can feel what they do. He would never try and fake what she feels though.
Leon & Rue: Haha yes something along the lines of that. Even though he's not a bad guy... he's never know the hardships.
Lena & Rue: Agreed.
Peeta & Wisteria: I really think he'd like that. And might see her as a mother or older sister. After breaking through her rough exterior.
Leon & Wisteria: Oh yes I like that alot! Agreed.
Lena & Wisteria: Couldn't have said it better myself. Plus I think they would get along once Wisteria knows about Lena's rebellious plan she's cooking. She can also give her valuable info about District 13 that could be interesting.
